I paid for F$ and tried to transform them into VIP points. But error in returning to VIPTV -URL not found so now VIPTV recognises that I have F$ 20 but I can't change them into points. What do I do now?

It doesn't sound like you actually lost anything. Have you tried again? If that doesn't work, send a PM to lbjedward explaining your problem.

Please note that in our How to Become a VIP Member - (Donations, Points, & More) thread that it states:

I suggest you wait. I know transactions often go through within minutes, but sometimes it takes a bit of time for the transaction to be verified. If it still hasn't gone through by tomorrow, then send a PM to lbjedward.
