How can you say what time ?

It's only an estimated (read the bottom of my first) but it is based on my experience of when episode normally get put up. For example Doctor Who is uploaded before I get up in the Morning (Has been for all of season 4 episode) so I roughly put when it will be put up.

With the Show Pending it's more difficult and so I put the day on which the show normally get uploaded.

That why it's called Estimated and it means I can change them if later if need be.

The members should know by now, that the Mods nor any members know when a episode is going to be uploaded.

Yes. i agree. It is a bit misleading seeing that I dont suppose you have any actual proof or tentative info from the actual upload staff. It runs a risk of causing more pressure on the admin to make these (estimated) deadlines which are based solely on your past experience. When you make estimates, it is highly likely that people will still make plans based on the estimates and if it doesnt come through, many will probably be even more disappointed. IMO

I have a question. Will both episodes of One Tree Hill be uploaded on Tuesday?

Ask a psychic they will have a better idea than I do. On the other hand if one episode gets uploaded (for that show) they all do. (Based on Big Bang Theory and The Office). But don't quote me on that as could wrong.
