Pay Pal will not allow American ex pats living in Europe to validate their American credit cards if their billing address is in Europe. Your system uses Pay Pal to check all credit cards and so I get an error message every time I try to use my American CC.. Unfortunately at this time there is no other way to pay for points apart from paypal.
